The State Penn is PWE's version of the Royal Rumble, a massive cluster match featuring a number of superstars (some in PWE, some just visiting) in a massive structure that's made up of two plexiglass columns surrounding two regulation-size wrestling rings.
The match works as follows:
1) Two superstars will start the match, and be forced into the same Penn. We're not going to just sit there with two minutes of dead action. From then on, every 2 minutes, the next superstar has a choice of which Penn they'd like to enter. There is no alternating Halo rule for this year.
2) Elimination can only occur via pinfall or submission.
3) Every 10 minutes the glass tunnel doors open for approximately 1 minute to allow superstars to travel between the Penns. After this duration, they will then lock shut again until the next ten minute interval.
4) Anything goes in the Penns, there are no disqualifications or count outs.
5) The match ends when just one superstar remains.
